César Eduardo Gutiérrez Jurado is a visionary leader in global higher education, currently serving as Board President of AMPEI (Mexican Association for International Education) and Executive Director of ANUIES (National Association of Universities and Higher Education Institutions of Mexico). With a Master’s degree in Higher Education and over two decades of experience, he has shaped transformative academic policies and cross-border collaboration frameworks across the Americas and beyond. @
Previously, as International Relations Coordinator at the Universidad Autónoma de Chihuahua (UACH) and **Representative of INILAT (International Network of Latin American Universities) he championed institutional internationalization, fostering strategic partnerships in Europe, Asia, and Latin America. A key architect of groundbreaking initiatives, Gutiérrez Jurado designed the U.S.-Mexico Program for International Cooperation (PIC US-MX)and spearheaded multilateral academic mobility projects with the UK, Brazil, and South Korea, significantly advancing cross-cultural exchange and educational equity.
A prolific thought leader, he edited the anthology "Post-Pandemic Higher Education: Global Perspectives"(2023), a critical resource on resilience and innovation in academia, and authored influential publications on institutional global engagement.
