Document Fraud, Ethics, and the Designated School Official Role

With the increase in cost of tuitions and the number of students needing emergency financial assistance post arrival, it is important to develop policies that mitigate financial document fraud while understanding the U.S. Consular official role in vetting student financial viability. A former Consular official, an immigration attorney, and Designated School Officials (DSOs) from public and private institutions will review the ethical and regulatory obligations regarding fraudulent documents, as well as the DSO role.

This session was selected as the Region III Highlight.

Learning Objectives:

  • Interpret the DSO scope when reviewing and evaluating proof of financial resources versus the role of a consular officer.
  • Formulate institutional response surrounding the ethical ramifications of fraudulent admission documents to ensure compliance.
  • Identify best practices in data collection and analysis when spotting fraudulent financial documents and develop institutional policy.
